With the free circulation regime, non-EU goods have Union status.

Such regime requires a declaration of entry, made upon entry into the European Union.

The customs operation involves the following activities:

  • implementation of commercial policy measures (verification of import licenses, absence of prohibitions, quotas existence and capacity, etc.);
  • completion of other formalities required for the import of goods (sanitary, phytosanitary checks, etc.);
  • application of duties legally due according to Community legislation.

If the goods are also destined for consumption in the territory of the State with the fulfillment of internal taxation provided for by national legislation they can be imported.
