The Administration and Finance Directorate is responsible for the management of the budget policies, ensures the compliance with accounting requirements, tax obligations and manages financial and treasury aspects by arranging the related processes and procedures. It is responsible for logistics and maintenance of Agency’s central directorates.  It drafts up the policies on acquisition property used by the offices throughout the national territory, by ensuring the compliance with the related obligations. It ensures the application of the Legislative Decree No. 81 of 9 Aprile 2008, in the field of occupational health and safety. The Director, pursuant to the abovementioned decree, is considered as “Employer” of the central directorates’ employees and, where necessary, has specific purchasing powers. It manages the negotiations having external relevance of national interest or falling within local Directorate’s competence. It manages the supply chain policies and the related processes, and it carries out technical functions as contracting authority depending on the needs expressed by the relevant departments. It manages the agreements for professional services provided by the Agency. It manages the general services for the central directorates of the Agency. It manages and coordinates the services related to safety, including supervision and surveillance of all central, regional and local directorates and the related perimeter areas. It manages and coordinates the drafting of safety procedures. It defines and monitors the safety plan of the central, regional, and local departments and the related perimeter areas. It provides for management of movable property used by the Agency and subject to administrative measure of seizure or confiscation. It supervises and coordinates, within its sphere of competence, the local Directorates of the Agency by monitoring their activities.

The Directorate consists of the following non-general managerial level offices.

It manages the bookkeeping of all activities by recording the related Agency documents, handling the general accounts, preparing the financial statements, overseeing financial resources, managing the accounting of centrally drawn up purchase agreements and revenue as well as tax obligations and keeping the mandatory books. It defines and keeps the Chart of Accounts and the handbook of administrative event accounting models. It prepares the administrative-accounting procedures for updating the accounting records, for drawing up the financial statements and any other communication of accounting-financial nature. It coordinates the flow of declarations/statements from the different Agency offices regarding the data and information used to issue the accounting documents. It checks and verifies summary and/or analytical accounting data for certifying the conformity of accounting and financial data. It liaises technically with the Department of Finance and the State General Accounting Department. As far as it is concerned, it ensures the participation in committees and working groups at national and international level. It carries out the preliminary activity for the Directorate in the drafting of proper regulations in its field. Moreover, it handles questions received through the telematic Office for Relations with the Public and coordinates and monitors the proper enforcement of regulatory provisions and practices by the Agency's offices.

It oversees the Agency's treasury and manages the single treasury as well as the technical-operational relations with the treasury bank. It monitors the Agency's cash flows, ensuring their balancing. It manages the Agency's payments and collections and handles relations with suppliers when dealing with payments and coordinates the preliminary litigation process. It periodically notifies to the Ministry of Economy and Finance regarding cash flows and updates the Italian Platform for tracking trade credits. It calculates the payment timeliness indicator and monitors compliance with payment deadlines according to the current regulations. It manages the Agency's electronic invoice Exchange System, ensuring the delivery of accounting documents to the correct certified e-mails of the Administration. It approves passive invoices for centrally made purchases, coordinating with the Accounting Office. It performs preparatory controls to payments, pursuant to the current regulations. It keeps the cash for managing the cash register of the Agency's Central Directorates. It manages the cash for making purchases on behalf of the Agency's Central Directorates and ensures their reporting. It coordinates and manages the purchasing planning, except for Information Communication Technology, by defining and implementing the purchase scheduling cycle. It collects the supply needs from the different organisational bodies. It analyses needs for determining the most suitable purchase procedure. In accordance with the internal rules of the Agency, it manages and provides for the negotiations for acquiring goods, services and jobs relating to the needs of the Central Directorates, as well as those of national interest or concerning the competence of the territorial Directorates, in relation to the specific and detailed needs of the offices. It analyses and monitors the supply market for goods and services and provides for the updating of the technical innovations identified in the reference markets, also through dialogue with the market operators, in compliance with the current regulations. It manages and coordinates the drafting of the general acts related to the sales contracts to be stipulated centrally. It manages the guarantee instruments of the contractual activity, as well as the "cash register" for the Agency's Central Directorates. It promotes and supports the updating of internal standards for the documentation of purchase procedures. It provides for logistics service and maintenance interventions of Agency’s central directorates. According to the procedures draft up by the Directorate, it is responsible for the identification and monitoring of the risks related to the safety of Agency’s assets, even in the public spaces, and it sets up and coordinates the adoption of the related mitigation measures. It regularly ensures that the Agency complies with technical and structural standards and health and safety rules. It provides supporting service to the central directorates of the Agency. It provides general services for the central Directorates. It provides support for the adoption of policies for property acquisition for all the Agency’s offices. It carries out inspections, analysis, assessment, and proposals related to organization, maintenance/renovation or to construction of new buildings for the Agency. It helps the Directorate and the Agency’s offices in the procedure of property acquisition used by the offices throughout the national territory. It manages and coordinates the activities related to the goods subject to seizure and confiscation under the current customs legislation, and monitors, from the central directorates, the activities carried out by local departments. It helps the Directorate in the management of the relations with the main institutions including the Istituti Vendite Giudiziarie (Judicial Sales Institute) to promote the sale of seized goods. It manages and coordinates the administrative practices following the seizure and confiscation of the goods subject to these measures adopted by the customs officers. It monitors and provides for reporting of payment made to Fondo Unico Giustizia (Single Justice Fund). It participates, within its sphere of competence, in the committees and working groups at national and international level. It carries out the preliminary activity for the Directorate in the drafting of proper regulations in its field. It carries out the preliminary activities to ensure the central offices’ compliance with occupational health and safety rules. It ensures the application of Legislative Decree No 81, of 9 April 2008, in the field of occupational health and safety and provides support to the “Employer” of the central directorates’ offices. It regularly provides physical check of radiation protection equipment, as well as prior assessment of the x-ray equipment and related training for the officers, by working with a qualified expert on radiation protection and one on the fire prevention, supporting local offices. It drafts up monitoring plans and obligations compliance with the laws for the “Employers” of the Agency. For what concerns health and safety rules, it drafts up training programmes, by ensuring their adoption by central departments, and it coordinates their implementation by the local directorates. It identifies the training needs for the employees, it drafts up an annual operating plan and coordinates the training activities, including e-learning training courses. It participates, within its sphere of competence, in the committees and working groups at national and international level. It carries out the preliminary activity for the Directorate in the drafting of proper regulations in its field. Within its sphere of competence, it manages the questions received remotely through the digital Public Relations Office; it coordinates and monitors the compliance with legislations and practices by other Agency’s offices.
