Direct operational activity with the release of a certificate of analysis

Direct activity is carried out in favour of:

  • the customs offices for the analytical assessment of specific characteristics of the products to enable customs classification and tax liability, to apply excise duties, both for tax management and tax fraud prevention and repression
  • the administration of finances for the assessment of VAT on certain products at a reduced rate
  • the Guardia di Finanza with the analytical assessment of the composition of the goods withdrawn for the repression of tax fraud
  • the Judiciary and other Judicial Bodies in the fight against drug smuggling and for technical expertise
  • the Ministry of Environment in environmental controls for gasoline and diesel for motor vehicles pursuant to Law 66/2005, for heating oil and diesel, oil for marine use and for fuel oils pursuant to Law 152/2006
  • the Ministry of Health for analytical cooperation in the control of imported food products and in the fight against drugs counterfeiting
  • the Ministry of the Interior, Presidency of the Republic, etc. for the testing of the goods purchased, verifying, with the appropriate investigations, the conformity of the products with the specifications established by the terms of tender
  • the Ministry of Economic Development for the control of imported toys in relation to safety requirements and the regular use of the CE marking
  • other State Bodies (testing).

  • technical inter-ministerial committees, in the working groups for the definition of the procedures to be applied in the official analyses, in discussion forums with industry/trade associations.

 

Study and test activities:

  • In cooperation with institutional bodies delegated to carry out scientific research (such as CNR and Universities) and on the basis of Community coordination (such as the framework program for the support of customs labs and studies for the application of Community regulations), the development of new and more reliable chemical analysis methods, especially in relation to the application of new scientific instruments and the applicability of new regulatory provisions, deepening the knowledge on new production of goods or innovations in technology production, processing or packaging, are being studied
  • through the provision of appropriate proficiency tests it is possible to assess the reliability of analytical results
  • the analysts’ basic and ongoing training is coordinated upon analytic technologies and instrumental methodologies in relation to the evolution of laws and regulations that involve changes in control analysis of goods
  • at every access point for goods from third countries, the scientific and operational connection with the laboratories of other EU countries is maintained within the European Commission offices in order to ensure a chemical service of recognized quality (compliant to the UNI EN ISO/IEC 17025 standard) and of certain reliability for the defense of the economic and commercial interests of the EU.
