It provides support to the competent bodies for the preparation of regulations relating to its area of interest, it draws up directorial determinations for the implementation of primary legislation. It manages and coordinates the enforcement of European Union and national regulations, as well as VAT legislation in international trade as concerns ADM scope, monitoring their correct implementation by the ADM local offices and contributing to their evolution in national and foreign offices. As far as it is concerned, it ensures the participation in committees and working groups at national and international level. In addition, it ensures protection of national and EU financial interests and supports the control processes carried out by EU institutions and national bodies, providing instructions to the local offices regarding the assessment, accounting, collection and refund of own resources when applying the EU regulations. It manages and coordinates the activities related to the regulation of control procedures. It adopts decisions regarding Authorised Economic Operator (AEO), Binding Tariff Information (BTI), Binding Origin Information (BOI), simplified value determination as well as other EU customs decisions, managing and monitoring the related data flows. It authorises and processes the application of action for protection of intellectual property rights. It issues customs agent licences and other measures related to its area of competence. It defines consistent and comprehensive customs guidelines for the management of large enterprises. It issues guidelines on VAT in international trade as concerns ADM scope and provides explanations and information for the application of regimes and procedures relating to taxes, monitoring the proper implementation by the local offices. It assesses customs procedures, also aimed at the adoption of memoranda, agreements and conventions. It coordinates control activities also through the issuance of operating instructions and guidelines. It manages mutual assistance in matters of debt recovery in accordance with Directive 2010/24/EU. It deals with accounting related to its functions in the field of EU agricultural aid. As far as it is concerned, it supports the Legal Affair and Litigation Directorate and directs and coordinates the ADM regional Directorates, monitoring their activities.

The Office is made up of the following non-general management level offices.

It carries out preliminary activities for the Directorate in drawing up protection strategies for the financial resources of the European Union (Traditional Own Resources), adopting Comprehensive Guarantee decisions, authorising Deferments of Payment and participates in EU-wide consultations for issues falling within its area of competence, as well. To protect the financial resources of the European Union, it provides support to European and national institutions in the assessment procedures relating to Own Resources, also through preventive visits, monitoring and coordination actions of the local offices and the national management of the WOMIS and OWNRES systems. It evaluates the existence of the conditions for making Traditional Own Resources available to the EU and national treasury. It coordinates and monitors the activities related to the application of the regulations concerning the accounting and collection of customs duties, refunds and tax reliefs, fines, export refunds, enforced collection as well as to the management of relations with the Collection Agent and the corresponding Offices of the Revenue Agency, for granting the correct allocation of cash flows. It provides instructions for customs book-keeping as well as for the management of recurring and deferred payments. It coordinates and monitors payments on public budget items concerning Traditional Own Resources and other customs duties, coordinating itself with the other State bodies involved and, in particular, with the competent offices of State General Accounting Department. It handles the authorisations relating to the management of the special accounts and coordinates the activities concerning the InIT (Italian public accounting information system) flows. As far as it is concerned, it defines the procedures for accounting for the taxes and revenues and it is responsible for the drafting of periodical reports at national and EU level. It draws up the conventions between ADM and third parties in the field of customs duties. It manages all procedures related to electronic payments regarding customs matters in ADM offices. It issues notices concerning changes in interest rates and tax rates related to maritime taxes and duties and experimental station taxes. It provides technical support to the AEO authorisation process. It handles the necessary activities for the printing and the correct use of customs registers and the used declaration, following their digitalisation, as well as the management of cost items related to Traditional Own Resources and customs duties. As far as it is concerned, it ensures the participation in committees and working groups at national and international level. It supports the Directorate in the drafting of regulations in its field. Moreover, it handles questions received through the telematic Office for Relations with the Public and coordinates and monitors the proper enforcement of regulatory provisions and practices by ADM offices.

It performs preliminary activities for the Directorate in the adoption of AEO (Authorised Economic Operator) decisions and those concerning customs protection of intellectual property rights, managing the relevant information flows and monitoring activities. It draws up the operational guidelines and instructions concerning non-commercial paid services and customs representation; it issues the authorisations for direct representation; it manages the activities connected with obtaining the customs agent licence. It sets out customs guidelines for the management of 'Large Enterprises'. It analyses the actions to be taken, to facilitate access to services (including assistance and information services, in compliance with the enforcement of the EU Customs Code) and to minimise the risk of tax and non-tax infringements, also by identifying different areas of intervention for ADM central and local offices. It manages and coordinates relations with 'Large Enterprises', fully defining the strategies and actions to be undertaken also through the data acquisition and analysis and the support provided by the local operational offices. As far as it is concerned, it ensures the participation in committees and working groups at national and international level. It is responsible for technical and administration activities to issue Binding Tariff Information (BTI) decisions, by monitoring and managing the related EU database for the national competence part and by giving classification opinions. It draws up guidelines and instructions on customs tariff, classification of goods, duties, and trade policy measures, by updating and monitoring the Harmonized System (HS), the Combined Nomenclature (CN) and its Explanatory Notes, and the Integrated Tariff of the European Union (TARIC). It supports all other national administrations in the process of drafting Union legislation for the EU’s Generalised Scheme of Preferences (GSP), the Common Agricultural Policy (CAP), tariff quotas, tariff suspensions and scheme of customs duties– including anti-dumping duties, by providing instructions on customs tariff. The office draws up guidelines and methods and process instructions to carry out tax and non-tax controls on goods in coordination with related competent Authorities and to control economic operators, goods, and international passengers and establish current and future methods of controls. It monitors the trend of controls resulting from the selections made within Customs Control Circuit; it ensures the implementation of the activities by ADM local offices. It ensures the exchange of information with other Member States and the European Commission and participates in projects on risk management set up by EU and other International Bodies. It defines non-intrusive control methods which support clearance checks and adapt them to e-commerce sector. It manages the related requirements and the technology adaptation, by monitoring the use and the effective maintenance. It draws up guidelines to establish control processes and Post Clearance Audit which are then evaluated and adopted by the Director. Therefore, they identify methods of access, inspection and assessment, as well as of VAT controls for economic operators, in accordance with ADM policy goals. It provides guidelines and instructions on customs assessment and related sanctions regime. It carries out controls in the sector of the orders for defence and international trade of military goods in areas of strategic interest. It coordinates controls, operational activities and exchange of information; it cooperates with other competent authorities and draws up the annual report for Financial Security Committee in the currency sector. It supports activities of prevention and fight against VAT frauds in “EUROFISC” and “Cabina di Regia Operativa” (Operational control room). It participates, within its sphere of competence, to national and international committees and working groups. It coordinates the application of memorandum of understanding between the ADM and Law enforcements authorities for administrative control activities carried out jointly and memorandum between the ADM and private bodies, including Trade Associations, for providing support to check activities. In case of infringement or significant technological violations which could undermine ADM digital or information systems, the office shall inform the competent Investigation Office of Antifraud for the operational coordination and the Infrastructure and cybersecurity Office of the Organization and Digital Transformation Directorate to make controls. It ensures the fulfilment of administrative and accounting formalities related to the national accounting management which has been covered so far by SAISA (Autonomous Service for Interventions in the Agricultural Sector). It manages the relations with the Italian Agricultural Payments Agency (AGEA) for management of EAGF - European Agricultural Guarantee Fund. It manages the remaining part of litigation on recovery of claims relating to duties pursuant to amounts which have been paid out as under the Union aids ruled under Common Agricultural Policy (CAP), as well as the mutual assistance on the recovery of claims relating to duties, excise duties, taxes, and other measures under the Directive 2010/24/UE of the Council. It plays an important role of national contact point for the implementation of the Directive aforementioned. It covers ATA carnets. It carries out the preliminary activity to draw up the rules of the sector for the Directorate.
