With Decision no. 491 of April 3, 2020, the European Commission, granted the import duty-free and VAT-free of goods necessary to deal with the health emergency due to COVID-19. The goods admitted in exemption are subject to free distribution to people at risk of contagion or involved in the fight against outbreaks of the virus and are registered in a list provided by the European Commission, which Member States can integrate according to specific national needs.

ADM, in implementation of the Decision, has created a computerized register of beneficiaries who can only be:

  • State organizations including state entities, public entities and other public law bodies
  • First aid unit
  • Other charitable or philanthropic organizations approved by the relevant authorities.

The video overview shows how - having eliminated the original paper-based procedure of direct or rapid release - both the recording in the register of beneficiaries and the booking of imports of goods free of duty have been simplified, computerized and speeded up.
