The AIS (Automated Import System) project, still in the implementation phase, provides for the extension of the digital declaration obligation for all import declarations and centralized customs clearance. The first phase of this project is the ICS (Import Control System), of which the functions are already operational, which provides for the control of the security requirements of goods entering the territory of the E.U. through the Entry Summary Declaration (ENS).

Pursuant to art. 36 bis of the Community Customs Code, as amended by Reg. (EC) 648/2005, the goods that need to be introduced into the customs territory of the Community must be preceded/accompanied by an entry summary declaration (ENS) unless there are exceptions provided for by the Code Implementation Provisions (DAC).
